    Special Real Estate Report Education is the Key For first-time home buyers, the challenge of coming up with a 20% down payment is often difficult enough to keep them out of the market. But the fact is, the 20% down payment is all but dead — and has been for quite some time, especially for first-time buyers. “It’s been my experience that about half of my clients know that there are loans and/or programs that require less than 20% down,” says Kris Lindahl, a real estate agent in Blaine, Minnesota. “The other half still think that they must have at least 20% down in order to qualify for a home loan.” But most people don’t put 20% down on a home, even though it’s the benchmark most often quoted by experts. More than 70% of non-cash, first-time home buyers — and 54% of all buyers — made down payments of less than 20% over at least the past five years, according to the National Association of Realtors®. The typical down payment for 60% of first-time home buyers is 6% or less, according to NAR’s latest data. But NAR’s research finds few adults 34 and younger (just 13%) realize they can buy a house with a down payment of 5% or less. These low-down-payment programs aren’t new. The FHA has backed home loans with 5% down or less since the 1980s. Conventional loans, which aren’t directly backed by the government, have had them since the 1990s. Fannie Mae and California State University-Fullerton research into what U.S. households know about qualifying for a mortgage came to this conclusion: “Correcting consumer misconceptions may be a more efficient approach to expanding homeownership opportunities by encouraging households who may already be qualified to own homes.”

    The Employment Situation: The Weekly Market Update

    Economic Commentary This Week More Work To Do We just saw the last unemployment report of 2016. The December numbers came in at 156,000 jobs added for the month, which was a bit lower than expected–but the previous two months were revised upward by almost 20,000. The unemployment rate came in at 4.7%, as expected. Wage growth came in higher than expectations. With the year ending and a changeover in Presidents, it also gives us the chance to see how this important economic indicator is doing, not only for the past year, but for the past several years as well. For all of 2016, the economy gained just over 2 million jobs. This is an impressive number, but it was down from 2.7 million jobs added the year before and 3.1 million jobs added in 2014. In addition, the unemployment rate started 2015 at 5.0% and ended the year at 4.7%. Finally, the labor participation rate started the year at 62.6% and ended the year at 62.7%, virtually flat for the year. It was over 66.0% before the recession hit. Looking back eight years, at the end of 2008, the unemployment rate was 7.3% and reached 10.0% during the first year of the Presidency, when the country was mired in recession. Overall, the economy lost 8.7 million jobs during the recession, which bridged two administrations. Since the end of the recession, we have averaged a net gain in jobs of 190,000 per month, or just under 2.3 million per year. This means we have recovered the jobs lost during the recession and more, but if you average the job gains over 10 years, to include the first stages of the recession, the annual average job gains have totaled much less. In conclusion, we have made up much ground, especially when looking at the unemployment rate. However, there is more work to be done with regards to adding more jobs and increasing the labor participation rate. The Weekly Market Update Rates opened the year lower for the first time since late October. For the week ending January 5, Freddie Mac announced that 30-year fixed rates fell to 4.20% from 4.32% the week before. The average for 15-year loans decreased to 3.44%, and the average for five-year adjustables moved up to 3.33%. A year ago, 30-year fixed rates were at 3.97%, approximately 1/4% lower than today's levels. Attributed to Freddie Mac -- "This marks the first time since 2014 that rates on home loans opened the year above 4 percent. Despite this week's breather, the 66-basis point increase in the 30-year fixed-rate since November 3, is taking its toll on refinances, as the Mortgage Bankers Association's refinance index plunged 22% this past week."     Predictions For 2017: The Weekly Market Update

    Economic Commentary This Week Prognosticating is Tricky The predictions for 2017 are all over the board with regard to the economy and the housing market in particular. While major variations always exist, this year the predictions vary more widely because of two major factors. First, we have a new administration being installed and we still don’t know what policies will change and how these new policies will affect the economy. We do know that a new administration always promises change and we can anticipate these changes, but it surely makes the prediction game more interesting. Secondly, interest rates have been rising since the election. We don’t know if these increases will hold and whether they will continue. Even though rates continue to be historically low, we don’t know how higher rates will affect the economy in the long-run. Certainly, predicting the future is always a hit-or-miss game. For example, just about everyone predicted higher rates for 2016. Even the Federal Reserve Board said they anticipated raising short-term rates several times. Looking back, this increase in rates never took place. Thus, if the Fed can’t predict the future even a few months out, then we don’t expect that market analysts will fare much better. Remember that there are always intervening variables that can affect the future. These variables can and have included natural occurrences, political events, the economics of foreign nations, or even instances of terror. If you look back at 2016, we had the Brexit event. But looking further back, we have had intervening events such as a Tsunami, wars and many international incidents of terrorism. While we hope that these types of events do not reoccur, when dealing with an entire world of possibilities, we do know they are possible. Thus, while many market analysts are making predictions such as higher interest rates, a continuation of the stock rally and moderating housing growth, we must understand that no one has a handle on the future. Higher rates and moderating housing growth seem to be the consensus opinion, but there is always wiggle room in the prediction game. The Weekly Market Update Rates were up slightly for the week, continuing a trend seen for the past two months. Despite this trend, for 2016 the 30-year average of 3.65% was the lowest on record. For the week ending December 29, Freddie Mac announced that 30-year fixed rates rose to 4.32% from 4.30% the week before. The average for 15-year loans increased to 3.55%, and the average for five-year adjustables moved down to 3.30%. A year ago, 30-year fixed rates were at 4.01%, approximately 1/3% lower than today’s levels. Attributed to Sean Becketti, Chief Economist, Freddie Mac — “On a short week following the Christmas holiday, the 10-year Treasury yield was relatively unchanged. The rate on 30-year loans rose 2 basis points to 4.32 percent, closing the year with nine consecutive weeks of increases.     Economic Commentary This Week The Deed is Done The Federal Reserve Board has spoken. The increase of .25% in short-term interest rates surprised absolutely nobody. However, the markets did not like the statement accompanying the increase which alluded to as many as three rate hikes in 2017. Last year they talked about the same thing and we had only one due to several factors. Of course, this year we also have had the “election effect” on the bond market, which means that rates were already moving higher before the move. When the markets are skittish, any hawkish statement by the Fed was likely to make the markets more volatile, which is exactly what happened. We actually believe that the markets could have reacted poorly if the Fed did not increase rates. This is because the economy has shown enough strength to convince the markets that keeping rates at artificially low levels was no longer necessary. We must remember that the Fed controls short-term rates directly and long-term rates only indirectly. If the markets feel the Fed is being soft against the threat of inflation, the markets will act on their own in this regard. So, what is the bottom line, now that the deed has been done? The Fed’s announcement after the increase tells us that they are satisfied with the direction of the economy. When the Fed raises rates because the economy is getting stronger, this is certainly good news. The markets are showing further optimism based upon the possibility of new economic policies expected to be implemented by the new Administration. If this optimism turns out to be right, we will see more rate increases in the coming year, which coincides with Chairperson Yellen’s statement. Again, this represents good news for the average American and the housing markets, because more jobs will be created. That would be quite a feat since the economy added over 2 million jobs again this year. The Weekly Market Update Rates continued their post-election climb last week to hit another new high for 2016, and the numbers did not reflect the reaction to the Fed raising rates. For the week ending December 15, Freddie Mac announced that 30-year fixed rates rose to 4.16% from 4.13% the week before. The average for 15-year loans increased one tick to 3.37%, and the average for five-year adjustables moved up to 3.19%. A year ago, 30-year fixed rates were at 3.97%, more than 1/8% lower than today’s levels. Attributed to Sean Becketti, Chief Economist, Freddie Mac — “As was almost-universally expected, the FOMC closed the year with its one-and-only rate hike of 2016. The consensus of the committee points to more rate hikes in 2017. However, the experience of this year, combined with the policy uncertainty that accompanies a new Administration, suggests a wait-and-see outlook. This week’s rate survey was completed prior to the FOMC announcement.
